Personalization isn’t a price tier for how creepy you can get. It’s how precisely you respect preferences — channel, game interest, quiet hours, RG limits — on iOS and Android.

Low budget ≠ no targeting. High budget ≠ no brakes.

Low budget: Firebase + Cloud Functions; store preferences in Firestore keyed with device ID; send through FCM/APNs (and OneSignal if you want a lighter campaign UI). Segment on what the player opted into — not on a fantasy CDP.

Real budget: Firebase with Bloomreach so push can be customized like email; or Braze / Airship when the program needs journey weight. You’re buying orchestration and creative ops — not permission to ignore responsible play.

Either tier: jackpot noise without consent is extraction. Preference centers, frequency caps, and RG-aware suppression are product — not legal footnotes.

Pick the stack that matches your team. Don’t buy enterprise messaging to paper over a missing preference model.
